I suspect the reason they removed it in the PAL version is, because their game logic had a limit on the number of FMVs they could store inside the STR.BIN file and the Ubisoft logo animation was more important than a randomly selected game over screen. In fact, I did notice that the STR.BIN file's TOC always ends at 0x3440, no matter what version, suggesting it's hard-coded to only look at that file area for pointers.
